The death of the Emerald Champion has the potential to cause an increase in crime across the Empire in the best of times; while most of the Emerald Magistrates remain able to fulfill their duties, there is no sole authority to lead them until an official Test can be put on.

Nanami is the highest-ranked and best-connected of the surviving senior Emerald Magistrates, those who have largely moved out of field work and into the administrative tasks necessary to organize such a large and varied group of law enforcement figures.

She served as a magistrate for more than a decade, so she understands the needs of the samurai in the field quite well. While competent with a blade, her days of fighting are largely behind her, and she is by no means a skilled enough duelist to prevail in an iaijutsu tournament – but in the meantime, she provides leadership and guidance for the Emerald Magistrates to ensure that the Empire does not descend into chaos.

Nanami is, despite what some whisper about the Tortoise Clan, completely dedicated to the spirit of the law (while she is an expert in its letter), and she understands that the law has a purpose in the Empire. She has contacts through the Minor Clans that many other samurai of rank overlook, but she also gets along well with the Unicorn.

Her symbol on the Regency Council is the Sumire, the violet that represents honesty and sincerity.
