Otomo Chisato, Imperial Advisor:

The Imperial Bureaucracy is responsible for many mundane, inglorious, day-to-day, and utterly critical duties around the Empire that ensure the continued prosperity of Rokugan’s citizens.

Chisato is the highest-ranking of the multitude of Otomo officials responsible for overseeing the vast network of Imperial state power, answering only to the Emperor alone.

Her title of “Imperial Advisor” is unofficial and was largely undocumented in Imperial records until the Regency Council was formed, and her organizational ability has allowed the Empire to avoid chaos so far.

Chisato is stubborn and unpopular, but cares far more for ensuring her subordinates accomplish their duties than gaining any personal influence for herself. The attitude that power is not a goal in and of itself, but a means by which to achieve one’s goals, is a large part of why she has both support from and a strong rivalry with the Scorpion Clan.

Chisato’s symbol on the Regency Council is the Ajisai, the hydrangea that symbolizes pride and heartfelt emotion.
